Emotions ran high at the Ueno Zoological Gardens in Tokyo on Tuesday as Japanese giant panda fans gathered in large numbers to bid a fond farewell to twins Xiao Xiao and Lei Lei as they left for China, marking the first time in more than 50 years that the East Asian neighbor is left without any of these beloved bears.

Xiang Xiang, the twins' elder sister, left for China in February 2023, and their parents, Bi Li and Xian Nyu, followed in September 2024. Last June, four giant pandas were sent back to China from Adventure World in Wakayama prefecture, leaving the Ueno twins as Japan's last remaining pandas.
Visitors carrying panda-themed accessories stood in long lines outside the zoo from noon on Tuesday to catch a glimpse of the twins. Many said that they would be glad just to wave goodbye from a distance, while others expressed hope that someday they will be able to travel to China to see these pandas again.

Jan 25 marked the last day the public could view the pandas. Despite not being able to see the animals in person, large numbers of giant panda fans gathered at Ueno Zoo that day to bid farewell to the twin pandas.
Visitor numbers increased significantly since Dec 15 last year, when Ueno Zoo announced that the pandas would return to China. To ease crowding, the zoo introduced an online reservation system in late December, limiting daily admissions.
Japanese media reported that about 4,400 visitors had been expected to enter the zoo on Sunday through a lottery system. Starting that morning, 400 visitors were admitted every 30 minutes, with an additional special quota of 100 people in the final 15 minutes. Applications surged, with lottery odds around 25-to-1.
Each visitor was allowed about one minute to view the pandas. Despite the short time, many raised their cameras to capture the moment.

Tezuka, a Tokyo resident, told China Daily that she failed to win a viewing slot in the lottery. "I couldn't see the pandas, but I still came to the zoo," she said. Looking at photos taken by others and helping visitors take pictures made her feel part of the farewell. To her, the pandas' round eyes and gentle looks are "adorable and soothing".
Wishing the twins well, she said, "Xiao Xiao and Lei Lei, thank you so much. Please stay healthy."
Another visitor, Shirakuma, was luckier. Learning it would be "the last chance to see them", she said she applied repeatedly online and finally secured a viewing slot through the lottery.
Calling herself part of Japan's "panda generation", she recalled visiting the zoo with her father when Kang Kang and Lan Lan first arrived in Japan, and said pandas have left fond memories at different stages of her life.
"They are not just cute, but also healing," she said, adding that panda-themed items brighten her mood. She also expressed hope that pandas will one day return to Japan.

To catch a glimpse of the twins, a visitor who did not wish to be named, took the first train to the zoo early in the morning for several consecutive days. Even when she arrived at around 5 am, nearly 1,000 people were already waiting in line. After the announcement that the twins would return to China, waiting times were extended to as long as four or five hours.
The visitor said that she initially struggled to decide which panda to see first.
After consulting avid panda fans who visit the zoo almost every day, she worked out an effective viewing strategy: first seeing Xiao Xiao, whose enclosure is closer but typically attracts larger crowds, and then to Lei Lei's enclosure, which is farther away and usually has shorter queues. Using this approach, she was able to see both pandas on the same day.

She admitted that she had never been someone willing to wait in line for more than 30 minutes for anything.
However, when it came to seeing pandas, she gradually found herself adapting to waiting for hours.
"If it weren't pandas, I definitely couldn't do it," she said. With a laugh, she added that seeing a posted waiting time of 240 minutes eventually began to feel normal, and even 180 minutes came to be regarded as "a relatively relaxed day".
Addressing a regular news briefing in Beijing on Tuesday, Chinese Foreign Ministry spokesman Guo Jiakun said that based on a relevant agreement between China and Japan, giant pandas Xiao Xiao and Lei Lei had embarked on their journey to China.
"We, as always, welcome Japanese friends to come visit giant pandas in China," Guo added.

China's panda conservation program with Japan has been widely regarded as successful, advancing cooperation in breeding, veterinary care, and public education. More than 30 giant pandas were either sent on loan to Japan under the program or were born there.
Doi Toshimitsu, president of the Japan Panda Protection Association and former director of Ueno Zoo, said the arrival of the first pandas in 1972 symbolized the normalization of Japan-China relations, adding that the beloved bears will continue to be an enduring symbol of friendship and cultural exchange between the nations.
After the departure of Xiao Xiao and Lei Lei was announced in December, nearby shopping streets and department stores launched panda-themed promotions, selling desserts and merchandise modeled after the bears.

Toshimitsu said that giant pandas, with their exceptional public appeal, not only increased the number of visits to the zoo but also had a positive spillover effect on the local economy, driving the growth of panda-themed food and cultural businesses.
Miyamoto Katsuhiro, professor emeritus of economics at Kansai University, said the absence of any pandas at Ueno Zoo would lead to estimated annual economic losses of at least 15.4 billion yen ($100 million), affecting nearby hotels, restaurants, and souvenir shops.
