據央視新聞消息，當地時間2月1日，墨西哥總統辛鮑姆宣布，計劃向古巴運送人道主義援助物資，包括食品和其他基本產品，同時正“通過一切外交渠道”尋求在美方限制措施下恢復向古巴運送石油的途徑。
1月31日晚，美國總統特朗普公開表示已要求辛鮑姆停止向古巴輸送石油。同日，墨西哥外交部長德拉富恩特回應說，墨西哥不會暫停對古巴的人道主義援助。（總臺記者 馬天靜）
