2026年3月4日，十四屆全國人大四次會議舉行新聞發布會，大會發言人婁勤儉說，生態環境法典將為實現人與自然和諧共生的現代化進一步筑牢法治基礎。本次大會將審議生態環境法典（草案）。

An environmental code will further forge a solid legal foundation for China to achieve modernization with harmony between humanity and nature, said Lou Qinjian, spokesperson for the fourth session of the 14th National People's Congress, at a press conference on March 4, 2026. Chinese lawmakers are set to deliberate on a draft environmental code during the session.

【知識點】

生態環境法典是我國第二部以“法典”命名的法律。2025年4月，生態環境法典草案整體亮相。2026年3月，生態環境法典草案提請十四屆全國人大四次會議審議。

法典是新時代的法治標識。這部法典的編纂，不是簡單的法律匯編，也不是完全的新立新定，而是對現有的生態環境法律制度機制和規則規范的系統整合、編訂纂修、集成升華。

據介紹，法典的編纂主要包括三個方面：一是將現行的環境保護、污染防治方面的法律納入法典，出臺后不再保留原法律；二是現行的有關流域、區域、自然資源、生物多樣性以及循環經濟、節約能源等方面的法律制度規范，擇其要旨要則體現到法典中；三是對于應對氣候變化、碳達峰碳中和、綠色低碳發展等方面的法治需求，法典就此作出一些原則性、引領性規定，為今后我國相關法律制度建設留有空間，以體現法典的時代性、前瞻性。
