一、單位簡(jiǎn)介

中國(guó)科學(xué)院上海天文臺(tái)（簡(jiǎn)稱(chēng)上海天文臺(tái)）成立于1962年，其前身是1872年建立的徐家匯天文臺(tái)和1900年建立的佘山天文臺(tái)。上海天文臺(tái)現(xiàn)有徐家匯園區(qū)和佘山科技園區(qū)，總部位于徐家匯園區(qū)。觀測(cè)臺(tái)站位于上海松江、云南昆明、西藏日喀則和吉林長(zhǎng)白山地區(qū)。

二、項(xiàng)目簡(jiǎn)介

上海天文臺(tái)誠(chéng)邀海外優(yōu)秀青年人才依托我臺(tái)申請(qǐng)國(guó)家自然科學(xué)基金委優(yōu)秀青年科學(xué)基金項(xiàng)目（海外），并將全力協(xié)助申請(qǐng)人準(zhǔn)備申報(bào)材料。項(xiàng)目指南請(qǐng)查閱國(guó)家自然科學(xué)基金委網(wǎng)站：https://www.nsfc.gov.cn/p1/3381/2824/121517.html

（一）項(xiàng)目定位

該項(xiàng)目旨在吸引和鼓勵(lì)在自然科學(xué)、工程技術(shù)等方面已取得較好成績(jī)的海外優(yōu)秀青年學(xué)者（含非華裔外籍人才）回國(guó)（來(lái)華）工作，自主選擇研究方向開(kāi)展創(chuàng)新性研究，促進(jìn)青年科學(xué)技術(shù)人才的快速成長(zhǎng)，培養(yǎng)一批有望進(jìn)入世界科技前沿的優(yōu)秀學(xué)術(shù)骨干，為科技強(qiáng)國(guó)建設(shè)貢獻(xiàn)力量。

（二）資助模式

1、資助強(qiáng)度：100-300萬(wàn)元。

2、資助期限：3年。

（三）申請(qǐng)人條件

1. 優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）的申請(qǐng)人應(yīng)當(dāng)具備以下條件：

（1）遵守中華人民共和國(guó)法律法規(guī)，具有良好的科學(xué)道德，自覺(jué)踐行新時(shí)代科學(xué)家精神；

（2）出生日期在1986年1月1日（含）以后；

（3）具有博士學(xué)位；

（4）研究方向主要為自然科學(xué)、工程技術(shù)等；

（5）在取得博士學(xué)位后至2026年6月15日前，一般應(yīng)在海外知名高校、科研機(jī)構(gòu)、企業(yè)研發(fā)機(jī)構(gòu)等獲得正式教學(xué)或者科研職位，且具有連續(xù)36個(gè)月以上工作經(jīng)歷；在海外取得博士學(xué)位且業(yè)績(jī)特別突出的，可適當(dāng)放寬工作年限要求（不適用于通過(guò)中外聯(lián)合培養(yǎng)方式取得海外博士學(xué)位的情況）；在海外工作期間，同時(shí)擁有境內(nèi)帶薪酬職位的申請(qǐng)人，其境內(nèi)帶薪酬職位的工作年限不計(jì)入海外工作年限；

（6）取得同行專(zhuān)家認(rèn)可的科研或技術(shù)等成果，且具有成為該領(lǐng)域?qū)W術(shù)帶頭人或杰出人才的發(fā)展?jié)摿Γ?/p>

（7）申請(qǐng)人尚未回國(guó)（來(lái)華），或者2025年1月1日以后回國(guó)（來(lái)華）工作。獲資助通知后須辭去海外工作并全職回國(guó)（來(lái)華）工作不少于3年。

2. 限項(xiàng)要求

執(zhí)行國(guó)家科技人才計(jì)劃統(tǒng)籌銜接的相關(guān)要求。同層次國(guó)家科技人才計(jì)劃只能承擔(dān)一項(xiàng)，不能逆層次申請(qǐng)。

三、招聘方向

天文地球動(dòng)力學(xué)：空間飛行器精密定軌及應(yīng)用、天體測(cè)量與參考架、衛(wèi)星導(dǎo)航與遙感、衛(wèi)星激光測(cè)距及應(yīng)用、對(duì)地觀測(cè)與全球變化等。

天體物理學(xué)：黑洞及致密天體物理、宇宙學(xué)及星系天體物理、恒星物理、行星物理、射電天體物理、高能天體物理、時(shí)域天文、引力波天文學(xué)等。

天文技術(shù)與方法：地基/空間射電天文技術(shù)和VLBI技術(shù)、射電干涉陣大數(shù)據(jù)分析、空間電子學(xué)、紫外光學(xué)紅外天文技術(shù)、光干涉技術(shù)、系外行星探測(cè)與研究、時(shí)間頻率和原子鐘技術(shù)、人工智能在天文學(xué)的應(yīng)用等。

四、相關(guān)待遇

依托上海天文臺(tái)申報(bào)并獲得優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）的，享受以下相關(guān)待遇：

1、崗位：聘為事業(yè)編制內(nèi)高級(jí)專(zhuān)業(yè)技術(shù)崗位，在研究生招生等方面予以?xún)A斜支持，保障工作順利開(kāi)展。

2、薪酬：享受有競(jìng)爭(zhēng)力的協(xié)議年薪。

3、居住條件：提供周轉(zhuǎn)公寓和高標(biāo)準(zhǔn)購(gòu)房補(bǔ)貼。

4、工作條件：提供充裕的辦公和科研用房。

5、科研啟動(dòng)費(fèi)：在國(guó)家自然科學(xué)基金委資助經(jīng)費(fèi)（100-300萬(wàn)元)及中國(guó)科學(xué)院經(jīng)費(fèi)支持的基礎(chǔ)上，上海天文臺(tái)提供不低于100萬(wàn)元科研啟動(dòng)經(jīng)費(fèi)。

依托上海天文臺(tái)申報(bào)進(jìn)入會(huì)評(píng)階段但未最終獲得支持的，將優(yōu)先以臺(tái)級(jí)高層次人才崗位引進(jìn)，納入中國(guó)科學(xué)院相關(guān)項(xiàng)目管理培養(yǎng)，提供有競(jìng)爭(zhēng)力的薪酬待遇及科研配套保障。

About SHAO

Shanghai Astronomical Observatory (SHAO), an institute of Chinese Academy of Sciences (CAS), was officially established in 1962 following the amalgamation of the former Xujiahui Observatory and Sheshan Observatory, which were founded by French Jesuits in 1872 and 1900, respectively. The general headquarter is now in Xujiahui of Shanghai and several observational bases are set up in Songjiang in Shanghai, Kunming in Yunnan, Shigatse in Xizang and Changbai Mountain in Jilin.

Astro-geodynamics, Galaxies & Cosmology and Planetary Science are the major basic research fields in SHAO. Meanwhile, SHAO also develops modern technologies for astronomical observations and time & frequency applications. About NSFC Excellent Young Scholars Fund (Overseas)

National Natural Science Foundation of China(NSFC) Excellent Young Scholars Fund (Overseas) aims to encourage overseas outstanding young scholars (including non-Chinese foreigners) who have made good achievements in natural science, engineering technology and other fields to return to China (come to China) for work, independently select research directions to carry out innovative research, promote the rapid growth of young scientific and technological talents, cultivate a number of outstanding academic backbones who are expected to enter the worlds scientific and technological frontier, and contribute to the construction of a powerful country in science and technology. SHAO invites global talents to apply for it, and will fully assist in preparing the application.

Funding and Supports

NFSC will provide a fund of RMB 1-3 million for a three-year period.

Applicant Requirements

1.Comply with PRC law and academic integrity, consciously practice the spirit of scientists in the new era.

2.Born on or after Jan 1, 1986.

3.Have a doctorate degree.

4.Conduct relevant research in natural science or engineering technology.

5.In principle, applicants shall have formal teaching or research position in an overseas university, college or scientific research institution and shall have such overseas work experience for more than consecutive 36 months before June 15, 2026. For those applicants, who obtained doctorate degree overseas and with outstanding achievements, the required years of working may be reduced. It does not apply to the situation where an overseas doctoral degree is obtained through joint training between Chinese and foreign institutions. For applicants who hold a paid position in China while working overseas, the working years in their paid position in China will not be counted towards their overseas working years.

6.Applicants should have made influential contributions and research achievements recognized by experts in the same field, and with the potential to become leading scientists or outstanding talents in the fields.

7.Applicants have not yet returned to China (or come to China), or returned to China (or came to China) after January 1, 2025. Upon receiving the funding notification, the applicant must resign from their overseas job and return to China (or come to China) to work full-time for a period of no less than 3 years.

Research directions

SHAO invites global talents to apply for NSFC Excellent Young Scholars Fund (Overseas), main research directions as follows.

（1）Astrophysics(Black hole and compact astrophysics, Cosmology and galactic astrophysics, Stellar physics, Planetary physics, Radio astrophysics., High energy astrophysics, Time-domain astronomy, Gravitational wave astronomy, etc.).

（2）Astronomical geodynamics (Precise orbit determination and application of space vehicles, Astrometry and reference frame, Satellite navigation and remote sense, Satellite laser ranging and application, Earth observation and global change, etc.) .

（3）Astronomical technology and methods (Ground-based/Space radio astronomy technology and VLBI technology, Radio interference array big data analysis, Space electronics，Ultraviolet optical infrared astronomical technology, Optical interference technology, Exoplanet detection and research, Time frequency and atomic clock technology, The Application of Artificial Intelligence in Astronomy, etc.).

Those who rely on SHAO to apply for Excellent Young Scholars Fund (Overseas) and obtained can get the following supports.

（5）Scientific research start-up fundsBased on the funding support from NSFC (1-3 million yuan) and CAS, SHAO will provide a research startup fund of no less than 1 million yuan.

Those who applied through SHAO entered the final review stage but ultimately did not receive support will be given priority for recruitment to high-level talent positions at SHAO, and will be provided with competitive remuneration and research support.
