北外灘地處一江一河交匯處，與浦東陸家嘴、外灘建筑博覽群隔江相望，共同構(gòu)成上海發(fā)展的“黃金三角”。區(qū)域內(nèi)古今文化交融，既有底蘊(yùn)深厚的傳統(tǒng)風(fēng)貌保護(hù)區(qū)，又有魔都魅力凸顯的國(guó)際化都市休閑空間。絕佳的水岸景觀、舒適的城市濱水休閑游憩空間、眾多文博場(chǎng)館和優(yōu)秀歷史建筑已成為城市文脈的重要地標(biāo)，這些獨(dú)具特色的文化資源為藝術(shù)創(chuàng)作提供了豐富的素材。作為一座兼具深厚文化底蘊(yùn)與獨(dú)特城市氣質(zhì)的區(qū)域，北外灘不僅是都市發(fā)展的標(biāo)志性符號(hào)，更是藝術(shù)創(chuàng)作與文化展示的理想之地，也是公眾領(lǐng)略上海都市水岸風(fēng)情的絕佳區(qū)域。

Located at the confluence of Huangpu River and Suzhou Creek, the North Bund sits across from Lujiazui in Pudong and the exotic building clusters in the Bund, together forming Shanghai’s “Golden Triangle” of development. As an area where heritage meets modern culture, this zone blends historical preservation districts with international cosmopolitan leisure spaces in the “city of magic”. Its exceptional waterfront scenery, comfortable recreational riverside spaces, numerous cultural venues and outstanding heritage buildings have become vital landmarks defining the city’s cultural features. These distinctive cultural resources provide a wealth of sources for artistic creation. As an area imbued with rich cultural heritage and unique city vibe, the North Bund is not only an iconic symbol of metropolitan development, but also an ideal locale for artistic creation and cultural display, while providing the public a prime place to encounter Shanghai’s urban waterfront charm.

為此，上海市虹口區(qū)文化和旅游局、中國(guó)美術(shù)家協(xié)會(huì)公共藝術(shù)藝委會(huì)、上海市公共藝術(shù)協(xié)同創(chuàng)新中心和上海市創(chuàng)意設(shè)計(jì)工作者協(xié)會(huì)共同發(fā)起“上海北外灘公共藝術(shù)方案征集活動(dòng)”,活動(dòng)以“與岸為鄰”為主題，誠(chéng)邀藝術(shù)家及設(shè)計(jì)團(tuán)隊(duì)深入探究北外灘的歷史背景與現(xiàn)代特征，緊密結(jié)合區(qū)域內(nèi)外部環(huán)境及文化特色，深度挖掘北外灘的獨(dú)特文化價(jià)值，并憑借國(guó)際化的視野與創(chuàng)新的藝術(shù)表現(xiàn)形式，充分展現(xiàn)北外灘獨(dú)特的城市空間與文化底蘊(yùn)，精心創(chuàng)作契合北外灘氣質(zhì)的公共藝術(shù)作品，從藝術(shù)的視角重新詮釋這一區(qū)域的獨(dú)特魅力，有力推動(dòng)休閑旅游與城市文化的深度融合，征集評(píng)審結(jié)束后，將對(duì)部分優(yōu)秀作品進(jìn)行公開(kāi)展示并頒發(fā)證書。

In light of this, the Hongkou District Culture and Tourism Bureau of Shanghai, the Public Art Committee of China Artists Association, Shanghai Public Art Coordination Centre (PACC), and the Shanghai Designers Association ( SHDA ) jointly initiate the “Solicitation for Shanghai North Bund Public Art Proposals”. Under the theme of “Waterfront Neighborhood”, the initiative sincerely invites artists and design teams to explore the historical and contemporary dimensions of the North Bund, integrate its internal and external environments with its cultural attributes, and excavate its unique cultural value. With an international perspective and innovative artistic forms, participants are encouraged to fully express the distinctive spatial dynamics and cultural legacy of the North Bund through meticulously crafted public artworks that harmonize with the charisma of the area. These artworks are anticipated to reinterpret the area’s unique charm from an artistic standpoint and boost the integrated development of leisure tourism and urban culture. After the conclusion of the proposal review, selected outstanding works will be exhibited publicly, with certificates presented to their designers.

These artworks are expected to embody the vision of “a city built by and for its people”, becoming key highlights in beautifying the urban landscape, while serving as vital bridges linking the past with the future and connecting the local with the global. More high-quality public cultural spaces will be created for all citizens.

參展要求

Participation Requirements

（一）征集內(nèi)容：作品以“與岸為鄰”為主題，著重聚焦北外灘區(qū)域的自然景觀和人文景觀、歷史文脈及城市風(fēng)貌。藝術(shù)創(chuàng)作需巧妙結(jié)合景觀與功能，融合當(dāng)代視覺(jué)文化的表現(xiàn)手法，充分展現(xiàn)對(duì)區(qū)域空間環(huán)境的藝術(shù)洞察和表達(dá)能力，彰顯北外灘的特色與文化底蘊(yùn)，傳播“上海北外灘”文旅品牌。

1. Entries: Works shall center around the theme of“Waterfront Neighborhood”, focusing on the North Bund’s natural and cultural landscape, cultural legacy, and cityscape. Works must ingeniously integrate functionality with landscape aesthetics, leverage contemporary visual language, and demonstrate insightful artistic expression of the spatial environment, highlighting the characteristics and cultural depth of the North Bund and promoting the “Shanghai North Bund” cultural tourism brand.

（二）創(chuàng)作原則：依據(jù)各點(diǎn)位的實(shí)際情況（詳情見(jiàn)附件1），作品需遵循在地性、環(huán)境協(xié)調(diào)性、功能優(yōu)先性、低碳環(huán)保性、安全耐久性以及易維護(hù)性等原則。（具體創(chuàng)作要求需根據(jù)現(xiàn)場(chǎng)確認(rèn)再細(xì)化）

2. Creation principles: Based on site conditions(see Appendix 1 for detailed information), artworks must adhere to principles of locality, environmental compatibility, functional priority, low carbon and sustainability, safety and durability, and ease of maintenance (Specific requirements subject to onsite confirmation).

（三）尺寸與材質(zhì)：作品可采用雕塑、裝置、城市家具等多種形式，確保作品在展示空間中具有安全性、觀賞性、互動(dòng)性、趣味性（可根據(jù)點(diǎn)位要求來(lái)創(chuàng)作和設(shè)計(jì)）。

3. Dimensions and materials: Artworks may be created in diverse forms including but not limited to sculpture, installation, or urban furniture. Safety, visual appeal, interactivity, and playfulness must be ensured(artworks may be created and designed based on site-specific requirements).

（四）技術(shù)要求：作品需使用環(huán)保材料，并符合相關(guān)安全標(biāo)準(zhǔn)。

4. Technical requirements: All works must be made of eco-friendly materials and comply with relevant safety standards.

（五）作品數(shù)量：方案數(shù)量不設(shè)上限。

5. Number of works: No limit on the number of proposals submitted.

（六）原創(chuàng)要求：方案必須為作者原創(chuàng)，不得與國(guó)內(nèi)外已有的公共藝術(shù)作品雷同，嚴(yán)禁抄襲、挪用、復(fù)制等行為。

6. Originality: Proposals must be original and must not duplicate any existing public artwork. No plagiarism, misappropriation and replication are allowed.

Materials to be Submitted

（一）登記表：個(gè)人和團(tuán)體均可參加，請(qǐng)?zhí)顚懙怯洷聿⒑炞郑瑘F(tuán)體創(chuàng)作者由團(tuán)隊(duì)負(fù)責(zé)人簽字（詳情見(jiàn)附件2）。

1. Registration form:Both individuals and teams may participate and please fill out and sign the registration form. For teams, the registration form must be signed by the team leader(See Appendix 2).

（二）方案文件格式（詳情見(jiàn)以下說(shuō)明）。

1.設(shè)計(jì)方案概述，內(nèi)容包含：完整、準(zhǔn)確、專業(yè)地表達(dá)設(shè)計(jì)意圖、方案特色，包括但不限于：創(chuàng)作主題、創(chuàng)作理念、創(chuàng)作原則、方案演示視頻（非硬性要求）、效果圖、三視圖及其它專業(yè)圖紙。

2. Proposal File Requirements (see details below):

2.1 Design proposal overview: The content shall fully, accurately, and professionally express the design intention and the distinctive features of the proposal, including but not limited to: theme, concept, design principles, presentation video (optional), renderings, three-view drawings, and other technical drawings.

2.方案提交形式：方案中的單幅畫面為A3尺寸，精度300dpi，格式為CMYK或jpg，文件大小以10M以內(nèi)為宜。

2.2 Proposal submission format: Each single image in the proposal shall be in A3 size, with a resolution of 300 dpi, in CMYK or JPG format, and the file size is recommended to be within 10MB.

3.方案演示視頻，格式選用AVI或MOV或WMV，視頻精度不小于720dpi，個(gè)案時(shí)長(zhǎng)不超過(guò)5分鐘，團(tuán)隊(duì)方案時(shí)長(zhǎng)不超過(guò)10分鐘。

2.3 Proposal presentation video: The video shall be in the format of AVI, MOV, or WMV, with a resolution not less than 720 dpi. The duration shall not exceed 5 minutes for individual submissions and 10 minutes for team submissions.

4.方案演示文件，格式為PPT和PDF各一份。

2.4 Proposal presentation documents: One file in PPT format and one in PDF format shall be submitted.

方案評(píng)審

Proposal Review

（一）評(píng)選委員會(huì)、監(jiān)評(píng)委員會(huì)：征集活動(dòng)由中國(guó)美術(shù)家協(xié)會(huì)在評(píng)委庫(kù)中抽選專家若干名組成評(píng)選委員會(huì)，同時(shí)由監(jiān)評(píng)委員會(huì)對(duì)評(píng)選過(guò)程進(jìn)行監(jiān)督。

1. Selection and supervision committees: A selection committee will be formed by experts randomly selected from the China Artists Association’s judges database, and a supervision committee will oversee the entire selection process.

（二）征集活動(dòng)分初評(píng)和復(fù)評(píng)兩個(gè)階段。

2. The review process will be divided into two phases: preliminary evaluation and final evaluation.

（三）評(píng)選原則：注重創(chuàng)意的新穎性、技術(shù)的可行性以及對(duì)主題的詮釋深度。

3. Selection criteria: Emphasis will be placed on creative originality, technical viability, and thematic interpretation.

（四）評(píng)選程序：提交截止兩周內(nèi)，組委會(huì)辦公室將對(duì)所有提交材料進(jìn)行登記、排重和初步審核，符合申報(bào)要求的方案進(jìn)入初評(píng)和復(fù)評(píng)流程。

4. Selection procedure: Within two weeks after the deadline, submissions will be registered, filtered for duplicates, and undergo preliminary screening. Eligible proposals will proceed to the preliminary and final evaluations.

Exhibition and Promotion

（一）線上宣傳：通過(guò)官方社交媒體平臺(tái)以及公共藝術(shù)相關(guān)線上平臺(tái)，對(duì)入選作品進(jìn)行推廣，讓更多人欣賞到活動(dòng)征集的優(yōu)秀成果。

1. Online promotion: Selected works will be promoted via official social media channels and public art platforms to expand their visibility to more people.

（二）線下展示：對(duì)部分優(yōu)秀作品進(jìn)行線下公開(kāi)展示。

2. Offline exhibition: Some outstanding works will be publicly exhibited at selected venues.

法律與安全

Legal and Safety Clauses

（一）知識(shí)產(chǎn)權(quán)：所有提交的方案將被認(rèn)定為個(gè)人（或團(tuán)體）的知識(shí)產(chǎn)權(quán)，主辦單位擁有對(duì)其使用權(quán)進(jìn)行管理與處置的權(quán)力。

1. Intellectual property: The intellectual property of all submitted works shall belong to the individuals (teams) who created them, while the hosts reserves the right to manage and dispose their rights of use.

（二）隱私保護(hù)：主辦單位將嚴(yán)格遵循相關(guān)法律法規(guī)，切實(shí)保障所有參與者個(gè)人信息的安全。

2. Privacy protection: All personal data of each participant will be protected by the hosts in accordance with relevant laws and regulations.

（三）免責(zé)條款：所有參與征集活動(dòng)的個(gè)人（團(tuán)隊(duì)）作品一經(jīng)提交，則視同同意《與岸為鄰——上海北外灘公共藝術(shù)方案征集活動(dòng)免責(zé)條款》。（詳情見(jiàn)附件3）

3. Disclaimer: Upon submission, all works submitted by individuals or teams shall be deemed as having agreed to the Disclaimer for Waterfront Neighborhood—Shanghai North Bund Public Art Proposal Solicitation (see Appendix 3 for details).

（四）解釋權(quán)歸屬：本活動(dòng)最終解釋權(quán)歸主辦方所有。

4. Right of interpretation: The final right of interpretation of this event rests with the hosts.
