日本共同社24日援引多名相關人士消息報道,日本首相高市早苗以“祝賀當選”為名,向在眾議院選舉中當選的自民黨議員發放價值數萬日元的禮品,此舉引發巨大輿論爭議。
據報道,8日眾議院選舉結束后,高市事務所相關人員曾前往當選議員的事務所逐一發放禮品。禮品包裝紙上標有表示祝賀的字樣,并落款“高市早苗”,其中部分禮品價值約3萬日元。
Japanese Prime Minister Sanae Takaichi admitted Wednesday to distributing congratulatory gift catalogs to all of her party's House of Representatives lawmakers elected in the Feb 8 general election but denied any illegality.
In a parliamentary session, Takaichi said her local chapter of the Liberal Democratic Party used its political funds to send to each of her party's 315 lawmakers booklets listing gifts that they could order, with an allocation of around 30,000 yen per person.

日本《政治資金規正法》中對于向公職候選人政治活動進行捐贈有嚴格規定。
The political funds control law prohibits donations of cash or securities related to political activities from individuals to individual politicians.
高市此舉是否涉嫌違反相關法律引發巨大爭議。日本法政大學教授白鳥浩指出,關于禮品發放目的及相關資金來源,高市對國民負有說明責任。但在此之前,高市本人的道德水準已受到質疑;在“黑金”丑聞看似告一段落的氛圍下,此舉難免被解讀為自民黨在眾議院選舉中議席增加后的自滿與傲慢。
日本媒體還指出,在野黨勢必會圍繞這一問題對高市加以批評,該事件也可能影響高市計劃于3月底前通過2026年度預算案。

2023年底,自民黨被曝出“黑金”丑聞,部分派閥要求所屬議員按指標出售政治籌款派對券,將超額部分以“回扣”形式返還給議員,而相關資金并未登記在政治資金收支報告中,成為不受監管的秘密資金。高市2025年10月就任首相后,不僅任命多名涉“黑金”丑聞的政治人物擔任政府要職,其本人還于同年12月因違規收受企業政治捐款遭到起訴,引發日本社會強烈不滿。
