臺積電南京工廠已取得美國豁免，將擴產28nm制程芯片。
臺積電為搶占新興芯片市場，在南京增資187億元，擴建臺積電南京工廠。雖然臺積電從美國獲得在南京工廠的持續經營豁免，但不得進行技術升級，主要生產28nm及以上中低端制程芯片。
這一舉措遭到國內通訊專家項立剛的反對，將不可避免的給中芯國際、華虹半導體大陸芯片企業帶來一定的沖擊和壓力。
