工業和信息化部等五部門日前聯合印發《關于開展零碳工廠建設工作的指導意見》，深挖工業和信息化領域節能降碳潛力，帶動重點行業領域減碳增效和綠色低碳轉型。其中，提出2026年起，遴選一批零碳工廠，做好標桿引領。

China has pledged to advance zero-carbon factory development to further tap the potential for energy conservation and carbon reduction in the industrial and information sectors, and to drive emissions cuts, efficiency improvements, and green, low-carbon transition in key industries. According to a guideline issued by five government departments led by the Ministry of Industry and Information Technology (MIIT), China will begin selecting a group of zero-carbon factories from 2026 to set benchmarks for wider replication.

【知識點】

零碳工廠建設是指通過技術創新、結構調整和管理優化等減排措施，實現廠區內二氧化碳排放量的持續降低、逐步趨向于近零的過程。引導工業企業試點建設零碳工廠，對于因地制宜培育發展新質生產力，更好統籌高質量發展和高水平保護，支撐實現碳達峰碳中和目標具有重要意義。

《關于開展零碳工廠建設工作的指導意見》明確，實施分階段梯度培育，到2027年，在汽車、鋰電池、光伏、電子電器、輕工、機械、算力設施等行業領域，培育建設一批零碳工廠；到2030年，將零碳工廠建設逐步拓展至鋼鐵、有色金屬、石化化工、建材、紡織等行業領域，探索傳統高載能產業脫碳新路徑。

指導意見還介紹了零碳工廠的建設路徑，包括建立二氧化碳排放核算體系，識別并量化二氧化碳的排放和清除；鼓勵有條件的工廠建設工業綠色微電網；鼓勵工廠加強新一代信息技術應用；待削減的二氧化碳排放可以通過跨境碳交易等方式進行抵銷等。

【重要講話】

實現碳達峰碳中和是一場廣泛而深刻的經濟社會系統性變革。立足我國能源資源稟賦，堅持先立后破，有計劃分步驟實施碳達峰行動。完善能源消耗總量和強度調控，重點控制化石能源消費，逐步轉向碳排放總量和強度“雙控”制度。推動能源清潔低碳高效利用，推進工業、建筑、交通等領域清潔低碳轉型。

Reaching peak carbon emissions and achieving carbon neutrality will mean a broad and profound systemic socio-economic transformation. Based on China's energy and resource endowment, we will advance initiatives to reach peak carbon emissions in a well-planned and phased way in line with the principle of building the new before discarding the old. We will exercise better control over the amount and intensity of energy consumption, particularly of fossil fuels, and transition gradually toward controlling both the amount and intensity of carbon emissions. We will promote clean, low-carbon, and high-efficiency energy use and push forward the clean and low-carbon transition in industry, construction, transportation, and other sectors.
