3月5號，全國政協委員袁小斌建議改革非營運私家車強制年檢制度。他認為，現行年檢以上位法抵觸，社會成本高，存在著暴力檢測等問題，已不適應時代。隨著汽車質量與智能化水平的提升，可依托 obd 大數據實現遠程動態監測，建議徹底改革一刀切的普檢模式。取消無事故，無改裝私家車年檢，對問題車輛差異化監管。
