【知識點】

以家庭承包經營為基礎、統分結合的雙層經營體制，是我國農村基本經營制度，是黨的農村政策的基石。黨的十八大以來，我國推動承包地所有權、承包權、經營權“三權分置”改革，開展全國農村承包地確權登記頒證，明確第二輪土地承包到期后再延長30年，不斷鞏固和完善了農村基本經營制度。改革開放以來，我國農村土地進行了兩輪承包。明確第二輪土地承包到期后再延長30年，意味著從農村改革之初的第一輪土地承包算起，土地承包關系將保持穩定長達75年，既體現長久不變的政策要求，又在時間節點上同實現第二個百年奮斗目標相契合。
