當地時間14日，烏克蘭總統澤連斯基在慕尼黑安全會議上表示，任何結束俄烏沖突的安排都必須以明確而強有力的安全保障為前提，否則所謂的和平將難以持久。
澤連斯基強調，烏克蘭需要“真實、可執行的安全保障”，而不是模糊承諾。“安全保障應當先于停火協議。”（總臺記者 張云帆）
