依據教育部《關于加快推進獨立學院轉設工作的實施方案》，中央部門所屬高校、部省合建高校舉辦的獨立學院應通過“轉為民辦、轉為公辦、終止辦學”3個路徑，率先完成轉設。截至2026年1月，全國已有61所“雙一流”高校舉辦的獨立學院完成轉設，其中14所轉為公辦，42所轉為民辦，5所終止辦學。
