大運(yùn)河傳媒訊 （運(yùn)傳 發(fā)自斯里蘭卡科倫坡）坐擁得天獨(dú)厚的黃金地理位置，被譽(yù)為“印度洋的心臟”的斯里蘭卡正將地理優(yōu)勢轉(zhuǎn)化為發(fā)展動(dòng)能，向中國投資者敞開大門。中斯合作前景如何？大運(yùn)河傳媒記者直擊3月11日在斯里蘭卡首都科倫坡由斯里蘭卡國家會(huì)議局、斯里蘭卡專業(yè)協(xié)會(huì)組織（OPA）等主辦的中國與斯里蘭卡行業(yè)協(xié)會(huì)、國際組織代表交流會(huì)，現(xiàn)場目擊了斯里蘭卡國家會(huì)議局、國家旅游部官員們和專業(yè)協(xié)會(huì)組織負(fù)責(zé)人，是如何以清晰的產(chǎn)業(yè)定位和務(wù)實(shí)的合作意愿，向中國企業(yè)發(fā)出投資邀請(qǐng)的。

斯里蘭卡國家會(huì)議局主席迪拉?赫蒂亞拉奇（Dheera Hettiarachchi）代表斯里蘭卡政府和旅游部向中方代表團(tuán)表示，協(xié)會(huì)在會(huì)議和大會(huì)的組織工作中起著至關(guān)重要的作用。我們深知中國擁有龐大且成熟的協(xié)會(huì)體系，這對(duì)其經(jīng)濟(jì)發(fā)展貢獻(xiàn)巨大。基于這種認(rèn)識(shí)，我們誠邀中方企業(yè)來探索斯里蘭卡，將其作為未來商務(wù)活動(dòng)、合作項(xiàng)目和投資機(jī)會(huì)的理想目的地。

他介紹，在旅游業(yè)領(lǐng)域，隸屬于斯里蘭卡旅游部的有四個(gè)重要機(jī)構(gòu)。它們分別是：斯里蘭卡旅游發(fā)展管理局，這是負(fù)責(zé)制定標(biāo)準(zhǔn)、進(jìn)行注冊(cè)和監(jiān)督工作的主要監(jiān)管機(jī)構(gòu)；斯里蘭卡旅游推廣局，負(fù)責(zé)將斯里蘭卡打造為頂級(jí)休閑旅游目的地；斯里蘭卡旅游與酒店管理學(xué)院，對(duì)培養(yǎng)酒店業(yè)的專業(yè)人才起著至關(guān)重要的作用；最后是斯里蘭卡會(huì)議展覽局，致力于將斯里蘭卡宣傳為商務(wù)、會(huì)議、展覽和觀光旅游的理想目的地。

Within the tourism sector, four key institutions operate under the Ministry of Tourism. These include the Sri Lanka Tourism Development Authority, the primary regulatory body responsible for standards, registration, and monitoring; the Sri Lanka Tourism Promotion Bureau, which promotes Sri Lanka as a premier leisure destination; the Sri Lanka Institute of Tourism & Hotel Management, which plays a vital role in developing skilled professionals for the hospitality sector; and finally, the Sri Lanka Convention Bureau, which focuses on promoting Sri Lanka as a preferred destination for MICE tourism.

Associations play a crucial role in the organization of conferences and congresses. We recognize that China has a significant and well-established association sector that contributes greatly to its economy. It is with this understanding that we have initiated this collaboration, together with the Organization of Professional Associations (OPA), to invite you to explore Sri Lanka as a destination for your future business events, partnerships, and investment opportunities.

This initiative marks an important step by the Sri Lanka Convention Bureau in partnership with OPA to facilitate Association-to-Association (A2A) meetings here today at the Hilton Colombo.

It is my great pleasure to extend a very warm welcome to the China Association delegation to Sri Lanka.

Sri Lanka has identified five key global investment source markets, and China stands out as one of the most significant among them. Many of your associations possess strong capabilities across diverse sectors and have already demonstrated remarkable success in the global marketplace.

Sri Lanka offers a wide range of high-quality products that are exported worldwide. In the services sector, industries such as tourism, maritime services, and technology are experiencing rapid growth. In addition to these traditional sectors, the Government is actively promoting value-added agriculture and exploring new tourism segments—particularly health and wellness tourism—to position Sri Lanka as a high-end destination.

In this context, we are keen to build meaningful partnerships to jointly advance these opportunities. We are taking significant steps to strengthen Sri Lanka’s global connectivity by minimizing bureaucracy and leveraging digital technologies to facilitate efficient and seamless investment processes.

Furthermore, we have introduced progressive tariff reforms, with new policies coming into effect this year. These measures will enhance our ability to establish stronger trade and investment linkages with key regions, including Africa, India, and East Asia.

Sri Lanka’s policy of political neutrality also enables us to maintain strong and balanced relationships with Western, Eastern, European, and Middle Eastern countries. For Chinese investors, this creates a unique opportunity to use Sri Lanka as a strategic gateway to access both the Indian and African markets.

One of the most significant ongoing investment developments is the Colombo Port City. This landmark project is a multi-service Special Economic Zone developed by CHEC Port City Colombo (Pvt) Ltd, a subsidiary of China Harbour Engineering Company, which in turn is part of China Communications Construction Company.

The Colombo Port City Economic Commission serves as a single-window investment facilitator, offering investor-friendly incentives and a progressive regulatory framework. Strategically located at the heart of South Asia, this project represents one of the largest public-private partnerships in Sri Lanka and aims to set a global benchmark for investment, services, and lifestyle.

As one of the island’s most exciting emerging destinations, Colombo Port City features Sri Lanka’s first yacht marina, a duty-free retail zone, and luxury waterfront developments. It is designed to attract high-value investments through world-class infrastructure, advanced technologies, and a highly favorable business environment.

斯里蘭卡國家旅游部投資者關(guān)系處副處長Bhagya Mahawithanage 全面介紹了斯里蘭卡旅游業(yè)的投資機(jī)遇。斯里蘭卡擁有1300公里海岸線、8000公尺高山、30%森林覆蓋率、1200多個(gè)湖泊、300多個(gè)瀑布、100多條河流、100多個(gè)森林保護(hù)區(qū)和25個(gè)國家公園，地理優(yōu)勢得天獨(dú)厚，交通便捷。作為旅游發(fā)展的權(quán)威機(jī)構(gòu)，國家旅游部在保持國內(nèi)現(xiàn)有酒店產(chǎn)品和服務(wù)質(zhì)量標(biāo)準(zhǔn)的同時(shí)，重點(diǎn)是規(guī)范未來的旅游發(fā)展，使其與當(dāng)前及未來的發(fā)展趨勢相契合，確保符合所有監(jiān)管要求、質(zhì)量標(biāo)準(zhǔn)以及可持續(xù)發(fā)展準(zhǔn)則。目前提出的特色旅游類別涵蓋了藝術(shù)文化與遺產(chǎn)、冒險(xiǎn)活動(dòng)、自然與野生動(dòng)物、健康與療養(yǎng)、節(jié)日與活動(dòng)、食品與飲料、農(nóng)業(yè)旅游、志愿者旅游、婚禮與慶典、數(shù)字游民等多項(xiàng)內(nèi)容。

斯里蘭卡工程師協(xié)會(huì)（IESL）L.B.K.Laksiri博士表示，協(xié)會(huì)擁有100多年歷史，有超過25000名會(huì)員，同時(shí)是《華盛頓協(xié)議》和《國際專利分類法》的正式簽署方，參與維護(hù)海外分會(huì)及國際網(wǎng)絡(luò)。IESL的全國影響力覆蓋基礎(chǔ)設(shè)施建設(shè)、建筑與工程咨詢、水與灌溉、制造與工業(yè)工程、電信與信息技術(shù)、運(yùn)輸與物流、電力與能源等七大領(lǐng)域。他認(rèn)為，加強(qiáng)斯里蘭卡和中國的合作應(yīng)尋找可靠的中國供應(yīng)商、使用政府認(rèn)可的供應(yīng)商名錄、支持供應(yīng)商盡職調(diào)查并核實(shí)財(cái)務(wù)穩(wěn)定性、在采購前確保驗(yàn)證工作完成、建立結(jié)構(gòu)化的B2B業(yè)務(wù)參與機(jī)制。他強(qiáng)調(diào)，斯里蘭卡目前缺乏可靠的供應(yīng)商，期待為斯里蘭卡項(xiàng)目提供可靠的中國公司，加強(qiáng)業(yè)務(wù)合作關(guān)系。

斯里蘭卡護(hù)士研究生基金會(huì)（GNFSL) S.S.P Warnakulasuriya教授認(rèn)為，在護(hù)理和健康科學(xué)領(lǐng)域開展全球合作對(duì)于應(yīng)對(duì)新出現(xiàn)的健康問題以及強(qiáng)化醫(yī)療體系至關(guān)重要。斯里蘭卡護(hù)理行業(yè)在社區(qū)衛(wèi)生、災(zāi)難應(yīng)對(duì)、傳染病控制、母嬰健康和以社區(qū)為導(dǎo)向的醫(yī)療保健和護(hù)理領(lǐng)導(dǎo)等方面擁有寶貴的經(jīng)驗(yàn)。面對(duì)人口老齡化、慢性疾病、心理健康問題、衛(wèi)生人力隊(duì)伍建設(shè)、醫(yī)療領(lǐng)域數(shù)字化轉(zhuǎn)型、全球性疫情、國家間戰(zhàn)爭等共同挑戰(zhàn)，學(xué)術(shù)與專業(yè)合作、聯(lián)合舉辦能力建設(shè)、聯(lián)合研究項(xiàng)目、合作出版物、國際會(huì)議和研討會(huì)、護(hù)士領(lǐng)導(dǎo)力發(fā)展項(xiàng)目、護(hù)士本科生和學(xué)者交流項(xiàng)目、聯(lián)合研究生培訓(xùn)和研討會(huì)等可以成為合作潛在領(lǐng)域。斯里蘭卡期望可以建立斯里蘭卡-中國護(hù)理合作平臺(tái)，開展合作研究與創(chuàng)新項(xiàng)目、能力建設(shè)聯(lián)合項(xiàng)目、大學(xué)與醫(yī)療機(jī)構(gòu)之間的知識(shí)交流。

斯里蘭卡城鎮(zhèn)規(guī)劃學(xué)會(huì)Y.A.G.K Gunathilake分享了加強(qiáng)斯里蘭卡城市規(guī)劃工作面臨的關(guān)鍵挑戰(zhàn)及戰(zhàn)略干預(yù)措施，提出四大期待援助領(lǐng)域。第一，城市發(fā)展規(guī)劃的籌備工作延緩。如為一個(gè)市政區(qū)域制定發(fā)展規(guī)劃需要收集大量的信息。期待可以有對(duì)區(qū)域發(fā)展局、市議會(huì)和城市議會(huì)的能力建設(shè)工作，包括高科技調(diào)查無人機(jī)、空中測繪系統(tǒng)、地理信息系統(tǒng)、空間數(shù)據(jù)分析軟件、高性能計(jì)算機(jī)和服務(wù)器、城市規(guī)劃官員的技術(shù)培訓(xùn)、集成式數(shù)字?jǐn)?shù)據(jù)平臺(tái)等。第二，開發(fā)項(xiàng)目審批過程長期拖延。開發(fā)人員通常需要獲得多個(gè)機(jī)構(gòu)的批準(zhǔn)。期望建立一個(gè)先進(jìn)的數(shù)字審批系統(tǒng)。第三，缺乏專業(yè)的城鎮(zhèn)規(guī)劃與設(shè)計(jì)實(shí)驗(yàn)室。斯里蘭卡目前在任何專門從事空間規(guī)劃研究、實(shí)驗(yàn)和專業(yè)培訓(xùn)的機(jī)構(gòu)中，都沒有一個(gè)配備齊全的專業(yè)城鎮(zhèn)規(guī)劃與城市設(shè)計(jì)實(shí)驗(yàn)室。期望可以與中方合作建立一個(gè)設(shè)施完備的專業(yè)城鎮(zhèn)規(guī)劃與城市設(shè)計(jì)實(shí)驗(yàn)室。第四，缺乏可靠的城市發(fā)展數(shù)據(jù)庫。斯里蘭卡目前缺乏一個(gè)由專門機(jī)構(gòu)維護(hù)的、關(guān)于城市化和城市發(fā)展的集中且持續(xù)更新的數(shù)據(jù)庫。期望可以支持構(gòu)建一個(gè)全面的城市信息系統(tǒng)。他表示，解決這四大領(lǐng)域問題將加快發(fā)展規(guī)劃進(jìn)程、提高投資和項(xiàng)目審批效率、提升專業(yè)能力和創(chuàng)新能力、支持基于證據(jù)的城市發(fā)展，從而建設(shè)更具競爭力、更具可持續(xù)性的城市。
