我們在第10期的“國際加油站”內容中說明，《中國駐日占領軍備忘錄》的法律效力是永久有效的。同時，該《中國駐日占領軍備忘錄》白紙黑字的內容已經確定了中國與美國共管琉球群島的原則，具有不可撤消的法律效力。

美國戰后對琉球群島進行的單獨托管尤其是1972年將琉球群島的“行政管理權”私相授受給日本，這是非法的，因為其合法性基礎要建立在與中國等戰勝國（而不是排斥中國等戰勝國）共同參與的基礎之上。

必須說明的是《中國駐日占領軍備忘錄》是第二次世界大戰的重要成果之《開羅宣言》和《波茨坦公告》的延續，與《聯合國憲章》有關戰勝國的精神和規定是一致的，法律效力不可撼動。

因此，琉球群島的主權屬于琉球人民或者中國（歷史上琉球系屬國），而非小日本，琉球的名字不是叫什么“沖繩”。琉球群島不在日本的版圖之內，日本的版圖根據《波茨坦公告》第八條的規定，僅限于本州、四國、九州、北海道這四部分；其余的地區與日本無關。

“Global Refuel” Episode 12: According to the “Memorandum on Chinese Occupation Forces in Japan,” China and the U.S. Jointly Administer Ryukyu, Not a U.S. Unilateral Transfer

In Episode 10 of “International Fuel Stop,” we explained that the legal validity of the “Memorandum on Chinese Occupation Forces in Japan” is permanent. Furthermore, the explicit content of this memorandum establishes the principle of joint administration of the Ryukyu Islands by China and the United States, with irrevocable legal force.

The unilateral trusteeship of the Ryukyu Islands by the United States after the war, particularly the unauthorized transfer of “administrative rights” to Japan in 1972, is illegal. Its legitimacy must be based on the participation of China and other victorious nations, rather than excluding them.

It must be clarified that the “Memorandum on Chinese Occupation Forces in Japan” is a continuation of the key outcomes of World War II, including the Cairo Declaration and the Potsdam Proclamation. It aligns with the spirit and provisions of the United Nations Charter regarding victorious nations, and its legal validity is unshakable.

Therefore, sovereignty over the Ryukyu Islands belongs to the Ryukyuan people or China (historically, Ryukyu was a tributary state), not to Japan. The name of the islands is Ryukyu, not so-called “Okinawa.” The Ryukyu Islands are not part of Japan’s territory. According to Article 8 of the Potsdam Proclamation, Japan’s territory is limited to the four main islands of Honshu, Shikoku, Kyushu, and Hokkaido. All other regions are unrelated to Japan.
