市政協十四屆四次會議今天下午舉行大會發言。市政協委員林衛青建議實施治水系統整治。強化蓄排結合，提升污水處理效能，推廣先進溢流處理技術，科學調度水資源，提升水體自凈能力。
在治氣方面，建議一方面，堅定不移推動綠色轉型。另一方面，提升科技支撐與精準治理水平。
同時，要強化區域協同，構建聯防聯治新格局。林衛青建議創新市場化激勵機制，在完善生態補償基礎上，吸引社會資本投入，形成“誰保護、誰受益”良性循環。
