三.公司海務船舶航行安全提醒:
船舶開航駛往京唐港卸貨,即將航經東海、黃海/成山頭、渤海海峽/老鐵山水道到達京唐,提示以下幾點:
1、黃海、成山頭外海及渤海灣,漁船比較密集,來往大船又較多,請嚴格執行公司體系,船舶操作須知(上)-第二章船舶航行安全--復雜水域航行須知和中國沿海航行須知以及第三章 港口作業船舶進出港須知、接送引航員須知及船舶錨泊作業須知的要求進行操作,確保安全.
2、請抵港前,請制定詳細的進港計劃,召開包括輪機長在內的駕駛臺團隊會議,根據航次計劃及有關航海資料,提前熟悉錨地、TSS、海底電纜、礙航物、引航信息、潮流、船舶報告制度等安全信息,全面進行風險評估,分析制定應急防范措施.
3、抵港前要對船舶的主機、副機、舵機、錨機進行檢修保養及試驗,確保河道航行時不出現任何機器故障.鲅魚圈航道是橫流,出現過幾次船舶擱淺案例,請務必小心低速情況下的風流壓不良影響.
目前北方已進入秋末,氣溫降低,風力較大,晝夜溫差較大,請提醒船員注意添加衣物,預防感冒.
4、船舶進入中國沿海特定水域還應遵守定線制與報告制,如老鐵山、成山頭等.成山頭VTS區域至渤海灣之間的海域,航行環境復雜,經常有大霧,船舶密度相當大,交匯局面異常復雜,經常出現多艘船舶同時相遇的會遇態勢.
嚴格遵守VTS報告和分道通航制度,備車航行,船長上駕駛臺指揮.利用多種手段保持正規瞭望,及早發現來船并判斷會遇局面,及早溝通協調并主動采取避讓措施,杜絕緊迫局面發生.
避讓時確保駛過讓清,任何時候杜絕緊迫局面發生.
船舶在老鐵山水道航行和作業應滿足:
(一)船長應在駕駛臺指揮,并另有不少于1名的值班船員,以保證能連續保持正規的了望.
(二)在能見度不良時,駕駛臺除船長外應有不少于2名的值班船員;船舶應當備車,并派人了頭.
(三)要保持在16/10頻道連續收聽,當VTS呼叫我輪時,應第一時間回復,防止回復不及時而遭到VTS警告或者罰款.
(四)大量的西行船舶不同的目的地往往造成船舶之間相互“蹩腳”,導致航行安全受到威脅.航道及中間的分隔帶也分布著大量漁船,且常見漁船穿插航道,給船舶的正常航行帶來極大的威脅.

5、目前國內各港口都在機電設備大檢查,請利用到港前的幾天時間,繼續做好PSC自查、自糾工作,爭取無缺陷通過檢查。
目前國內港口,海事部門對防污染的檢查越來越頻繁和嚴格.幾乎是逢船必查(非PSC部門),請讓大家務必遵守生活污水、低硫油、垃圾管理、壓載水等規定,無論是操作還是記錄。
在此提醒以下:渤海屬于中國的內海,渤海灣內禁止排放食品垃圾。
備注:目前在京唐港錨地錨泊船舶非常多,參下截圖,請選擇合適的錨地進行錨泊和周圍船舶保持足夠的距離。

四.商船、漁船防碰撞安全提醒(海事部門發布):
目前,隨著海洋伏季休漁期的結束,大批漁船集中出港并在沿海漁區及遠洋漁場開展捕魚活動,同時隨著水上養殖業迅速發展,轄區水上養殖設施分布區域有所擴大.希望廣大船員朋友們牢固樹立安全意識和責任意識,加強防范,切實做好防商漁船碰撞等工作.為此特作出如下安全提醒:
提高風險意識、危機意識.目前我國沿海多數漁船船況較差.大多缺少保養和維修;漁業從業人員普遍文化素質較低,對海上避碰規則的執行力度差,因此廣大船員朋友們要高度重視,嚴格預防碰撞事故.
離港開航前應熟悉掌握航次通航環境,合理規劃航線,盡量避開漁船密集作業區,掌握漁船作業特點、規律,有效降低碰撞幾率。
航行過程中值班人員嚴格執行《避碰規則》,保持應有的戒備,充分考慮到本船的瞭望盲區和雷達的局限性;正確使用號燈、號型;采用安全航速航行;謹慎駕駛,防止構成緊迫局面,避讓做到早、大、寬、清,并認真查核避讓的有效性.
一旦發生碰撞事故,要及時報告,在保證自身安全的前提下積極采取施救措施,避免和減少損失,杜絕逃逸行為.
五.京唐港潮汐情況:
京唐港的潮汐屬于半日潮類型,即每天有兩次高潮和兩次低潮.京唐港的潮汐數據通常參考天津港,天津港是是京唐的主港.

中國渤海灣 – 注意:禁止排放任何食品垃圾
There have been cases where fines were imposed on the ships discharging food waste in Bo Hai Bay, China.
已經發生多起船舶由于在中國的渤海灣內排放食品垃圾而遭到罰款的案例.
The main reason for such violations is that the ship’s crew believes that they are far enough away from the nearest land to discharge certain categories of garbage in accordance with the conditions of Marpol.The term “from the nearest land” as contained in Marpol means the distance from the baseline from which the territorial sea of the country in question is established in accordance with international law (UNCLOS).
這些違規行為的主要原因是船員相信他們在排放依據Marpol公約分類的某種垃圾時,已經離最近陸地足夠遠.Marpol公約內的術語“離最近陸地”是指到領海基線的距離,而該領海基線是各國根據國際法(UNCLOS)建立的領海為依據而劃定的.
Within the Bo Hai Bay, a ship may well be more than 12 nautical miles from land and the ship staff may,therefore, believe they are entitled to discharge ground food waste.Howerer,in fact they are in internalChinese waters and therefore have to apply the same standard as Marpol would for discharges within 3NM from land – i.e. discharge of food waste is prohibited in Bo Hai Bay.
在渤海灣內,船舶可能距離陸地超過12海里而且船員因此可能認為他們有權排放研磨后的食品垃圾,然而,事實上,這是中國的內海因此不得適應Marpol公約關于距陸地3海里排放食品垃圾的同樣標準 – 例如:在渤海灣內禁止排放食品垃圾.
The Port State Control in Chinese ports are checking the Garbage Record Books and the entries as old as two years old are often checked for any discharge of food waste or any other categories of Garbage. Heavy fines are imposed for any violations noted.
中國港口進行港口國檢查時,會檢查垃圾記錄簿直至兩年前的記錄內容,會經常檢查食品垃圾或任何其它種類的垃圾的排放情況,如果發現有任何的違規行為將會遭到重罰.
