記者從中國航空運輸協會了解到,為進一步引導航空公司規范航班預留座位行為,更好滿足旅客多樣化、差異化的座位選擇需求,中國航空運輸協會組織各航空公司研究制定了《公共航空運輸企業航班預留座位規則(征求意見稿)》團體標準,29日向社會公布,并進行為期一個月的公開征求意見。
Domestic flights in China will be required to make at least 70 percent of economy class seats available for free selection, according to a draft rule released by the China Air Transport Association on Wednesday.
The draft rule, open for public feedback for one month, aims to regulate "seat locking" practices that have frustrated travelers, Jiemian News reported.

此次公開征求意見的《公共航空運輸企業航班預留座位規則(征求意見稿)》團體標準覆蓋國內、國際及地區航班,首次系統規范航空公司經濟艙座位預留的種類、范圍、比例及信息告知等關鍵內容。
根據《征求意見稿》內容,航空公司須將經濟艙座位分為“免費可選座位”和“預留座位”兩大類。其中:
運行保障性預留座位需基于安全和服務剛性需求,包括安全員座位、緊急出口限制、特殊旅客(如輪椅、擔架、無陪兒童)保障等;
增值服務性預留座位分為權益類預留(積分/里程兌換)和付費預留(僅限國際及地區航班),明確國內航班不得開展現金選座服務;
要求國內航班免費可選座位比例最低70%,國際及地區航班免費可選座位比例不低于65%。
For international and regional flights, the minimum ratio of free selectable seats is set at 65 percent.
Airlines must categorize economy seats into "free selectable" and "reserved" types. Reserved seats are further divided into operational needs (such as for safety officers or emergency exits) and value-added services.
Notably, the draft explicitly bans cash-paid seat selection for domestic flights, allowing paid options only for international and regional routes.
此外,《征求意見稿》還提出要明確預留座位的釋放時間,防止“最后一刻”才放座。航空公司須在網絡購票、值機等環節以顯著方式告知旅客免費與預留座位范圍、積分/里程兌換標準、付費選座價格(僅限國際及地區航班)、預留座位釋放時間等信息。同時,座位圖需使用清晰圖標區分“免費可選”“會員可選”“線上不可選”“已選座位”等類別,杜絕信息模糊與誤導。
The proposal also mandates that airlines clearly display seat categories — such as "free", "member-only", or "unavailable" — during booking and check-in to prevent misleading information.
It also calls for a clear timeline for releasing reserved seats to avoid holding them until the last minute.
The move follows increasing complaints about airlines locking preferred seats — such as those in front rows or near windows — to drive revenue through fees or membership perks.
