深圳、浙江等地試點個人破產（稱“個人債務集中清理”）。債務人需誠實申報財產，經3-5年監督期，遵守行為限制（如高消費禁令），確無能力清償的，可豁免剩余債務。2023年深圳辦結案件350件，豁免債務超10億元。但若發現隱匿財產、虛構債務，程序終止且不得再申請。債權人可異議，法院召開聽證。債務豁免不包括：稅收、罰款、贍養費、故意侵權之債。債務人獲得免責后，社會信用記錄仍受影響（如貸款限制）。
